Probably, before the road is moved, the ACE will do a 10 year leak study. After it is moved, they will do another 10 year leak study before actually storing water to the new road level.
That bitter comment comes from the fact that they promised an official announcement (Contractor, dates, etc) in August and it is now the end of October.
